無牙老虎

As you know, news headline should be short, straight to the point and meaningful in whatever languages.  Therefore, reading news headline is a good way to learn language.  In the coming posts, we will occasionally write something about news headline.  

Here is a very interesting news headline that I read yesterday –

The headline says the U.N. court becomes a tiger without teeth because it does not have the power to enforce its decisions.

We can use “無牙老虎” to describe someone without any power even if he is at a high position.
